Importing entries doesn't spam your circle...at least, I don't believe it does. It didn't when I tried it. I think it works like posting out-of-order. And it actually requires very little effort on the user's part. You just kind of click, enter your LJ and password, check what all you want to import (like comments, friends, userpics, etc.), and it does the rest ^_^
About the circle thing - granting access allows people to see your locked posts. Subscribing adds a person to your reading page. It just splits the two functions of friending someone on LJ into separate things. It's good if there's people you want to keep up to date on but don't want to be able to read your locked posts, or vise versa.
